Kazakh Tea (Chai)

Ingredients:
6 c water
6 tsp loose black tea
6 cardamon pods
1 ½ ts fennel seeds
3 cups milk
Sugar or honey to taste
Cooking Instructions:
Combine water, tea, cardamon and fennel seeds into large sauce pan and simmer over low heat for 3 minutes. Add milk and simmer addition 2 minutes. Strain tea into cups, add sugar or honey taste.
