1. To make filling, mix mince, onion and soy sauce in a bowl. 2. To make wrappers, place both flours in a bowl and season with salt. Add 1/3 cup boiling water and mix in quickly with chopsticks. Add 1/4 cup cold water and oil and mix until a smooth dough forms. Wrap in plastic and chill for 1 hour. 3. Divide dough into golf-ball sized pieces and roll out each piece until 7cm in diameter, leaving the centre thick to hold filling. 4. Place a spoonful of filling in centre of wrappers. Fold wrappers in half, pinching sides to seal. Steam dumplings over boiling water until filling is cooked through. Serve.
